I have the business plan and I still can't upload. I upgraded sometime last week because I got notification that my storage was full.

You might be uploading to a folder owned by another user whose storage has been maxed out.
Upload counts towards the storage of the person who owns the folder so you may need to reach out to the owner of the folder to discuss increasing that account's storage. If its a managed user of your organization, Admins can increase that account's storage allocation following this article:
