I can see the files under admin console - user- but they are not under all files. How can I move them and prevent this from happening again?

Welcome to Box Community, and there must  be an Admin restriction that keeps your managed users from uploading files in the All files page. 

 

When “Restrict content creation” is enabled in the Admin Console under Enterprise Settings > Content & Sharing, managed users are prevented from creating, deleting, or moving folders and files at the root level (“All Files” page) of their Box account. Only admins and co-admins can create content at this root level. Managed users can still create subfolders and upload files within folders they have access to but cannot create new root-level folders or upload directly to the root “All Files” area.

 

To check or change the “Restrict content creation” setting for managed users in Box:

  1. Log in to your Box Admin Console with an admin or co-admin account.
  2. Navigate to Enterprise Settings.
  3. Select the Content & Sharing tab.
  4. Look for the option labeled Restrict content creation.
  5. If enabled, this setting restricts managed users from creating folders or uploading files at the root level (“All Files”).
  6. To allow managed users to upload and create content at the root level, disable this setting by unchecking the box or toggling it off.
  7. Save your changes.

After disabling this restriction, managed users will regain the ability to upload files and create folders directly in the All Files area.
