Can't Add External Users Access

We are no longer able to add external access to folders.  When we try to perform that function we receive

 

Collaboration invitations can only be sent to people within Enterprise error

 

I checked external access via the admin account and it has the right boxes checked to enable this feature.  Any guidance on this is appreciated.
