Created a developer instance and want to be able to create user accounts. I see where we can add collaborators but I do not see users and groups to create new managed users to test with.

Welcome to the forum!
Help us understand what type of account you have, it could be a free box account or a basic tier, as opposed to a free developer account.
If you have a free developer account you can create users. Let us know if you can see both icons for accessing the admin console and the developer console, they look like this in the lower left corner:
Otherwise, send me a private message with the email associated with the Box account, and I can investigate.
