Currently, this is not a feature natively available in the Admin Console. The best recommendation we can provide is for them to either work with their CSM to determine if a custom report can be generated, or for the admin to run a User Activity Report for the actions over the lifetime of the folder (i.e., from when it was created to the present date) and then conduct their own data analysis to answer the question.

User Activity Report

• Folder and Files: Select the files of interest
• Users and Groups: Blank
• Date Range: From when the files were created to the present day
• Action Type: File Management > Downloaded, Previewed

Another option would be to use content insights, though please note that this would be more manual, and they would need to investigate each individual file.
