I have tried different browsers, on and off my company VPN, clearing history, and the owner of the folder states that I have full download access. As far as I can tell, I can only individually download files, and only if I open them in the browser window first. Based on the work being completed, it is making it incredibly cumbersome to complete my work. I have been told I have access to do an entire download of the folder but when I click the download button, it produces an empty folder. When I try to select all files needed the option to download disappears. Any help would be greatly appreciated.

Bulk download is dependent on the max file size upload limit for the Account type in total. See: Understand the Max File Size You Can Upload to Box.

Thanks for the response, but it doesn't seem to explain why when I try to download groups of files that are smaller, the download feature disappears as an option-- and that the site only allows downloading individual files from first opening the file in the browser. Thanks for the reference article, I had already ready it prior to posting. Any insights on this?
