Able to download at "dierctory Level" but not " at file level"

Hello Support Team

We create project share between My company box corporate account , our business Partner and the Final Customer.  Most of other part ( BP and Final Cust) all have the "editor" level for and unknow reason,  Final Customer can only download at "Directory" level and not at File one. As the share get bigger day after day it is a bit long to get last updated file . If i ask the dowload for an idividual file a pop up ask elevate the account used by  and to pay
