Workflow of notification when file uploaded to folder not working

The ability to set file upload notifications directly at the folder level is disabled in our instance so I set up workflows to receive email notifications on certain folders when files are uploaded to them back in January. These workflows haven't been modified since January 10th. They last worked on February 3rd. 

March 17th and March 21st, files were uploaded to these folders yet I received no notification via email. How is this possible if the workflows for email notifications haven't been modified since January 10th and definitely worked in February? Screenshots below and thank you
