I have not been able to get it to work so the person I share the folder with only has view access. When I click on Copy Shared Link, I only get the option to invite as an Editor or Viewer (which allows downloading). Previewer, which I assume means only able to view the files in the folder is grayed out.

Want to Shared Folder with View Access Only
If you click on the "Link Settings" option on the ride of the Shared Link window prompt you can go into those settings and disable the download function (e.g. Previewer). Worth noting that even if you disable downloading, anyone can get a free copy of snagit and download the file anyway. :-)

If you can't send a collaboration invite and grant them with the previewer permission (Chances are, the owner must be a personal free user). And just like what Nate pointed, modifying your Shared Link settings would help.
