I am looking for a way to limit users to only "edit" and "move" files. I do not want users to download and remove any files.

Granting edit and move permissions will mean they can delete and download your contents.
And to avoid the latter, you can just create a shared link and enable edit permission. Doing so will prevent them from downloading and deleting your shared contents.
