User Can't create a folder

I'm box admin for my tenant. I have a user that is not able to create a folder, the "new" button is gray out. Any idea what might be the issue? as an admin in the meantime can i create the folder for him? Please advise.

Hi there, 

Welcome to Box Community and glad to assist! 

It seems that managed users are unable to create their folder due to your Enterprise's setting. 

To verify, go over to Admin Console> Enterprise Settings> Content & Sharing tab
Scroll down to Content Creation> Restrict Content Creation. 

When its checked, only Box Admin and Co-Admins can create and delete folders, files, and bookmarks at the root level of your Box instance.
