Use As-User Header get 403 error code:access_denied_insufficient_permissions

I have followed the following documentation (https://developer.box.com/guides/authentication/oauth2/as-user/),

    Is the user you used to create the app and administrator?

    Hello,

    we do have the same issue. We created a Custom App and activated the "Make API-Calls using the as-user header", however the same response as indicated in this topic results. The authentication token is requested by using Box-Subject-Type "Enterprise", which is working fine. The Application itself can list for example files and folders, however when using the as-user header, this does not work. Are there any additional settings to review?
