I just signed up with 3 user Business Account, and I am the only one user but 3 of 3 seats are used and cannot add any user. and even Managed User tab, there is only one user which is myself.... But goes insight tab, it shows 2 seats remain and 1 managed user. How can I solve this?

I also just signed up with the 3 users Business Account, and I am the only one user but to add another person (seat) from our organization, it is asking for payment.
On the insight tab, it shows 2 seats remain. How can I solve this?

I can confirm that you're currently using 3 of 3 seats. The Insights tab may not immediately display your user count, but you can view all managed users by navigating to Admin Console > Users & Groups.
For future reference, when adding a new user, you may see a prompt about purchasing additional seats. As long as you still have available seats, you can continue adding users as usual without incurring any additional charges.
