I'm unable to upload files and I am receiving this message stating I'm out of storage even though it states I've used 88.5MB out of 10GB. Please advise.

Seems that it's a Sales prompt to upgrade your account to utilize bigger storage. Get rid of this one by clicking the "x" at the top right corner of this image.
