To help fix your upload error, please try the following: 

• Try a different browser, network connection and/or machine. 
• Make sure you're running an updated browser. 
• Clear your browser's cache and cookies, here are the steps. 
• Check your firewall, make sure it's configured, please see the steps. 
• Disable your plugins/add-ons/extensions in multiple browsers. 
• Restart your machine

I tried all what is above without success. I used 3 laptops without any restrictions and I get the same problem.

What do you suggest to solve the issue?
