I have followed all the indicated steps, but the confirmation email informs me I do not have permission to change the admin, even though I am the admin.

Upon checking, you haven't verified any domains in your Business Plus account. Due to our new zero-trust security enhancements aimed at hardening Box Admins against attack. Each Box Administrators are required to use only a veriifed domain.
Before your Admin transfer, here's how you can add a managed domain:
- Add the domain and get a unique code (also known as a hash).
- Create a new DNS record for the domain with the unique code.
- Validate the domain.
