Unable to send Box Invitations to External Collaborators

I am the Co-owner of a folder in Box. When I try to send out Box invitations to share this folder to external collaborators, I always get a message in a red banner that reads "invitations could not be sent to the following people because you are not permitted to invite external collaborators". I have tried all the troubleshooting available on this site and I still get this message. Does anyone else have this issue? Please help! Thanks in advance!

Welcome to the Box Community!

This error message comes up when the setting "Restrict External Collaborators from Inviting other Collaborators" in enabled on the enterprise settings of the user who owns the content you have joined.

Though you have be granted a co-owner permission, if this setting is enabled, you will not be permitted to invite external users to the said folder.

I have able to invites before. I have 3 people myself and the other co-owner and sent and they are not getting the invites. We don't get any error. I get an email saying my invite has been sent. Why are these 3 people not getting them but everyone else has?
