The number of registered users does not match the number of licenses consumed.

I have three licenses. I have only registered two users.
On the Users and Groups tab, only two registered users are displayed. However, it is displayed that three licenses have been consumed.
On the Insight screen, it is displayed that two users are managed and one license remains.
How can I fix this?
