Storage Space - Not full but can't upload

I have a red bar stating that I am out of storage, but I am only using about half of what is available. I have seen on the forum that an admin needs to reset something. The only way I can contact any help support is on this forum as no contact information is available anywhere. How do I actually get someone to deal with this?
