If I was on a Personal Pro plan and wanted to share a folder with external users who would need to be able to add sub folders and edit content, would they be able to have free Box accounts to do this or would they need to pay? What is their limit on storage and would that affect their ability to collaborate in this folder?

Welcome to the Box Community, I'm happy to help!
They may sign up as Free users and they will be allowed up to 10GB of storage to store their data, there shouldn't be any issue collaborating on your folder. Furthermore, uploads on a Folder that you own will count towards your storage and not theirs.
