Want to share a folder giving the recipient access to view and download, no uploads. I have tried several different things with no luck. Any help appreciated.

You can use Shared links if you would like to give other view and download access to files or folder that you own.
Just make sure to set the proper Shared link access and link settings to allow downloads in that folder.
