Shared content permission - disable all members (internal & external)

To disable shared link(s) and file request link(s) into your Organization's owned contents, please navigate to Admin Console> Enteprise Settings: Content & Sharing. 

Shared Link: 

• Nothing, restrict sharing - Disables shared links for everyone except invited collaborators to the file or folder.

File Request Link: 

• Disable for all managed users
