Sending relay notifications to emails input in a file request

I am trying to make a workflow where approval/rejection notifications are sent to the users who initially uploaded files via file request (i.e. users who are not collaborators on the file request folder). Is this possible? It seems as though notifications can only be sent to a specific user or set of users, rather than variable based on who initially uploaded the file.
