While I was trying to upload images, I received an error message that says my storage limit was reached. However, the icon in the lower left corner says I'm using 1.8 MB of of 10 GB. I'm also uploading photos to a folder that's owned by someone with unlimited storage. Is unlimited storage applied only to the owner of that account?

I'm receiving the same issue indicated above. I've tried logging out and restarting app/phone and this doesn't help. I've even signed up for more storage and it still doesn't work. Please help. Photos below for reference.
