restore deactivated user

I am trying to add a user to a folder but when I add the persons email address i get the message that the user is deactivated and cannot collaborate.  How do I correct this so I can add this person to collaborate on a folder? This person and others have been collaborators on other files.  Suddenly I cannot add them.
