1) Not using free version
2) Enterprise settings have default for Shared Link Access set to "People with the Link"
3) After following steps to apply password to Shared Link, not presented with option at bottom of pop up screen for "People with the Link" and therefore am not able to apply password to shared link.

You're using a free personal account with no shared folders. Note that password protection is a premium feature, unavailable on free personal accounts. Only owners, co-owners, and editors can set this password.
