If I am using account that does not have reports, can I upgrade that account? Will I be able to see historical data is the reporting start on the day I upgrade

You may reach out to our Sales team (https://www.box.com/pricing)  to assist with your account upgrade. Additionally, Box reports is not retroactive, and you can only extract data (using reports) after your upgrade onwards.
