I have an external user who is able to upload files as a Viewer Uploader but was receiving this error message when trying to upload a file.  She was finally able to upload the same file to a different folder, but why was she receiving this error message?

Can you please confirm if the affected user is using the "Upload New Version" button when uploading to your folder?

When it comes to the Viewer Uploader collaboration level, Viewer Uploaders cannot modify file names nor delete files. They can only edit files using Box Edit, or continue to use the manual process of download, edit, and re-upload. With this in mind, what your users are experiencing is expected behavior.  

The Upload New Version feature allows users to select a completely different file to upload, which goes against what Viewer Uploaders are allowed to do.
