Not receiving confirmation email to change admin

I have attempted several times to change the primary admin but have been unsuccessful. I am not receiving the confirmation email at either my email address or the new admin's email for approval.

I am also having this exact same issue. Appears it has not been fixed.

9 months later and this problem still exists. I have tried to transition the primary admin role about 10 times and neither of us get the confirmation email. We’ve checked our Exchange server and it isn’t hitting our environment… so the confirmation email(s) are hung in box somewhere.
