How to reach out for the Box Admin Team to fix this?

Welcome to the Box Community, I'm happy to help!

You might be part of a Box organization that restricts its managed user from creating and uploading items on the "All Files page"

Restrict content creation: Prevents all non-admin managed users from creating, deleting, and moving folders in their "All Files and Folders" section. 

You can learn more about this settings in this article: Restrict Content Creation

This limits root level folder and file creation to the Admins only so a managed user will not be able to create/upload/delete root level folders and they will need to reach out to their Box Admins to create those first level folders for them.

Kindly reach out to your Box admin to assist you on this, you should be able to find your Admin's contact details by going to your Account Settings > Account tab > scroll down to "Account details".
