1. Yes, in your admin console, on the insights tab it should show how many users you currently have and if you are in overage. Also in the users and groups tab there is on the right side an 'Account information' section where it should say how many seats used and how many available - eg. 100 of 200.
2. No, this is not currently available.
3. No, we don't currently have API endpoints in Box for reporting.
