Are there any tools that allow standard construction annotations (clouds, call-outs, measurements, etc.) on PDFs either as a connected app, or ideally native feature built-into Box?

Unfortunately, we don't currently offer the feature you asked about.
If this is something you would like to be able to do, I would highly recommend submitting this feature request at pulse.box.com! Our product managers review these requests and take them into consideration for future product development.

No sure if this what you are looking for but we use Bluebeam to mark-up and annotate our PDF drawings stored on BOX. The Bluebeam iOS app already has a BOX integration built into the external file system. Users are able to access their drawings on the go and push those mark-ups back to BOX. Since our office staff also use Bluebeam for desktop, they are able to see and interact with the mark-ups created by the field.
