Must a folder have an individual owner

I'm wondering if a folder can simply be tied to an account instead of an individual, where the admin controls the permissions

    Welcome to Box Community and glad to assist! 

    Why not have the Box Admin to create the folder instead? I'm afraid folders/files can only be created by a Box user. 

    Can you elaborate what it is you're tryig to achieve?
