If I have a file in a folder and create a download link for that file... then email it out... but then realize later that the file on BOX should actually be moved to a different folder, can I move this file within BOX and not have to recreate a link and send out a new email? will that original link stay active and correctly point to the moved file in a different folder?

Moving a file into another folder directory does not break the original shared link. The only time the link changes is if you remove the link and re-enable it back.
