Missing a seat

It shows I have 3 seats but lists only 2 email addresses on the managed users page. Please fix!!

      I see that it actually takes a seat when I shared out a folder. That was very surprising and it's not obvious as it's only shown in the seat count. Why can't we share files without taking. a seat?
