More info
More specifically, users may incorrectly receive a security prompt when opening Excel files in the Excel app within SharePoint Online. Also, affected users may see the following message “This content presents a potential issue”.

Scope of impact
Impact is specific to some users, who are served through the affected infrastructure, attempting to open Excel files in the SharePoint Online Excel app.

Current status

After reviewing the service telemetry, we’ve determined that the security warning prompt is the result of a necessary short-term fix for a separate issue that was recently implemented. We’re creating a long-term fix for this separate issue that’ll remove the need for this false security warning prompt, remediating impact. We expect that it will complete development and deploy on Tuesday, August 13, 2024. To suppress the warning for trusted sites, tenants can add the trusted sites and hostnames in the internet zones feature.

Microsoft, staying on brand, has not released a new update since.  Even though they say it only relates to Excel, it is all Office files.

We are also still experiencing this on many Windows systems within our organization.

Strangely, and for no reason I can discern, it has largely disappeared from our organization.  Their August 13th update reads like this:

"We've completed the development of the long-term fix and have begun deploying it to the affected environments. As the fix propagates, some users may experience impact relief, while others may need to restart to experience full remediation. Based on our current estimates, we expect the deployment to be completed by our next scheduled update."

By that I can only reason that the propagation of the fix is taking its sweet time making its way around the globe.
