Managing inactive users

I would like to find out how do one manage inactive users? I would like to remove these inactive users. 

In my definition, in active users would be someone who has logged on at least once but

  1. have not uploaded anything
  2. have not logged on for past 6 months (or 12 months)
  3. and nothing has been shared with this user by others. 

I can run User activity report to find users who meet 1st 2 conditions. However, what if there are files/folders that has been shared with these users. How do I find out. I am not sure about any report that would give me that info. 

Any idea?

    To narrow down which users are considered your inactive users please run these reports: 

    And the latter can provide all the details that you need by selecting the correct filters under Action Types.  "File Management: Uploaded, Login: Login, Collaboration: Accepted invite"
