I have exceed the licenses per seat. I dont need to add more license I just need to remove some users, which will be a manual process, I will prefer to automate this task. Can someone point me in the correct direction to use the api and have the information obtain from a csv file that will have the users that needs the license removed?

You can roll users out of your enterprise and into free accounts by using the update user endpoint. You will want to set the enterprise field to null.
