we have a few admins in our account and would like to continue to allow them to administer the system but they don't need to be licensed. Is this possible?

Welcome to Box Community and glad to assist!
Box Admins are Box users with Administrative permissions to modify and manage user's account. With that, you should acquire a license/seat for your suppose Box Administrator.
