how to get the Jira Cloud plugin for Excel Online via Box?
The plugin works fine when the same file opened in Excel Online via One Drive.

As of this writing, Box for Office Online editor does not support plugin and sorry for this limitation.
Meanwhile, this is subject for feature request and feel free submit yours in pulse.box.com. Our product team reviews all submissions and will consider whether to include feedback in their product roadmap.
