Is "Enterprise" the same as "All Users"?

This is a bit different. This section refers to the level of access that your application will have in your enterprise. "Enterprise" gives the app the ability to manage more advanced features of Box, like creating retention policies. You can manage all users with the "Application Access" using the Service Account associated with your app.
