I'm trying to use different config files to validate that my app works with multiple different user. It works with one user, but when I change it I get a 404 error when I getinfo on a file. The only difference with the new config file is the the enterprise Id, but the ID has full permissions on the file that I'm trying to download and is an admin on the app.

You need to ensure that who ever is associated with the token you're using to make your API calls owns or has collaborator access to the content you're trying to access. Otherwise, you will need to 1.) add them as a collab OR 2.) use the as-user header OR 3.) use the GCM scope
