I can't add a new file

I'm sorry, I can't add any more files because there is a difference between the amount of space actually stored and the amount of use I see. Probably, when you create an empty parent folder and move the file there, the capacity will be enlarged, so I think that's the cause. Please respond. The trash can is empty.
