Can I tag a paragraph or a page within the document so that when I search and click the file it automatically brings me to that specific page where the tag is?
or does the tag always have to apply to the entire file? Is there another solution to tag a page or a paragraph within the document?

Welcome to the Box Community, I'm happy to help!
The feature you are asking about is currently not a supported when using Tags in Box. Box Tags can only be used on Files and folders and cannot be applied on a page or a paragraph within the document.
If this is something you would like to be able to do, I would highly recommend submitting this feature request at pulse.box.com! Our product managers review these requests and take them into consideration for future product development.
