I m using https://api.box.com/2.0/collaborations API for providing access to users. From the error it is most likely your admin has configured a shield access policy on the folder from where you are trying to provide access to users. Box Shield allows further restrictions above normal permissions based classification and the error message your are seeing is caused by one of these access policies. You need to check with the owner or admin as there is a security feature.
