How do I enable the "Starter" subscription for my nonprofit? I have an access token

Hello, my nonprofit is validated from techsoup and I have an access token, but when I click on "get started", I am taken to my Bix dashboard with the free basic subscription, and if I try to upgrade, it is trying to charge me. How can I fix this? Thank you
