I had forgotten to disable the expiration date for a shared link. Is there a way to reactivate this link? Do do I change the permission to this link? It is not accessible to me (I was the intiator for this link).

Unfortunately, there's no way to reactivate the expired shared link, you will need to generate a new link and share it again to your users.
