failed to transfer admin to new person

I am the current admin and am leaving and need to transfer the duties to a new person. I followed the steps under 'Transferring Admin Privileges to Another User'. But when I want to verify the request through the link in the email I get a message saying that I do not have priviliges to verify the admin transfer.
