External collaboration

I'm an admin on the account and my coworkers are listed as members.  My coworker tried to send an invite to an external client and received the message "Cannot send the invite because external collaboration is not allowed".  He has sent external invites before. How can I resolve this issue?

    I am having the same problem and cannot uncheck the “Restrict collaboration to within (My company)”
