Excel files is locked after being rename and can not be deleted

User copied excel files from an folder to another, changed the files name. Then the files is  suddenly locked to read-only, and can not be deleted by neither editor users nor owner user. The attached capture is the notify when I was trying to delete the files from account with owner permission. 
Please help to explain the issue to help avoiding and guide to resolve the issue
